The Spelregels woonruimteverdeling (version of 1 July 2026) start from the principle that homes are let by registration time: first those with a priority declaration (voorrangsverklaring), then those with local or regional priority, then the rest by inschrijfduur. Corporations may choose another model: loting (a limited share of homes; everyone is equal, urgent cases get no priority) and “direct te huur”, where the first to respond wins, when a home could not be let by registration time or the municipality has agreed so. The ad states which order applies to a home. Den Haag also has a separate lottery for local starters.

The Haaglanden region has nine municipalities: Delft, Den Haag, Leidschendam-Voorburg, Midden-Delfland, Pijnacker-Nootdorp, Rijswijk, Wassenaar, Westland and Zoetermeer; the region’s corporations advertise their homes together. Registration costs a registration fee, then a renewal fee every year; some groups are exempt from the registration fee. Under “Nu te huur” the menu lists homes, projects, home exchange (woningruil) and senior housing.
